Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba held a coordination meeting with the heads of frontline communities, heads of regional military administrations, people’s deputies and representatives of ministries on updating the Frontline Territories Support Program.
The meeting heard from deputy ministers who, on behalf of Prime Minister Yulia Svyrydenko, were on working visits to frontline communities. Key requests from people were identified for the formation of the next support package.

“Frontline communities live in difficult conditions of constant shelling. People need warmth, housing, access to medicine and education, opportunities to work and live in their communities. We are working together with local authorities to ensure that support measures are specific and tied to each territory,” said Oleksiy Kuleba.
The main areas that form the new support package are:
Energy sustainability and the heating season.
The protection of energy facilities is being strengthened, backup power capabilities are being expanded, and the supply of fuel and lubricants in communities is increasing. This is preparation for winter and for long-term load on infrastructure.
Housing and recovery.
The remote mechanism for inspecting damaged housing for compensation in communities under shelling is being improved. Maintenance of evacuation routes, social facilities, and utility systems in proper condition is being worked out separately.
Medicine and education.
Maternity and children’s departments of hospitals will receive equipment. Schools – generators, charging stations and opportunities to continue the educational process in conditions of air strikes. An approach to preserving teaching staff is being formed.
Local economy and jobs.
A mechanism for compensating for military risks for small and medium-sized businesses in frontline communities has been launched. Enterprises can receive up to UAH 10 million for property damaged or destroyed as a result of attacks. Support under lending and leasing programs is also being worked out.
Social infrastructure for youth and sports.
The human resource of coaches and coordinators of youth centers is being expanded. The restoration of sports spaces is considered an element of community resilience. An example is Borodyanka, where the renovated Urban Park has become a place of interaction for teenagers and young people. This approach is being scaled up.
The next stage is the finalization of a new support package together with communities so that it is tied to the real living conditions of people in frontline territories.
