
The Ministry of Community and Territorial Development of Ukraine held a meeting of the Commission on establishing the fact of deprivation of personal liberty as a result of armed aggression against Ukraine.
Based on the results of the review of applications, 575 persons were found to have been held captive.

“The Commission reviews all submitted materials and examines the circumstances of each case. Each application is considered separately. Decisions are made after a thorough analysis of the documents in accordance with the requirements of current legislation,” said Oleksiy Ryabikin, Deputy Minister of Community and Territorial Development and Head of the Commission.
People who have returned from captivity are entitled to a one-time state benefit of 100,000 hryvnias after their release and an annual benefit of the same amount for each year spent in captivity, except for those years when a family member of such a person received the benefit.
Since the beginning of the year, 352 annual payments and 53 one-time payments have been made.
In 2025, almost 16,000 payments (one-time and annual assistance) were made for a total amount of about 1.6 billion hryvnias. The right to receive annual assistance also extends to family members. We would like to remind you that last year, the Commission adopted 3,691 decisions confirming the fact of deprivation of personal liberty as a result of armed aggression against Ukraine.

In addition to financial support, those released from captivity as part of the exchange receive basic necessities: food, hygiene products, seasonal clothing and footwear. Sports bags or backpacks, smartphones with SIM cards, and stationery are also provided. All this is specified in Order No. 455 of the Ministry of Development dated 14 March 2025. The authority to establish the fact of deprivation of personal liberty as a result of armed aggression against Ukraine was transferred to the Ministry of Development of Communities and Territories of Ukraine in early 2025. Previously, such a commission operated under the Ministry for Reintegration of Temporarily Occupied Territories.
For reference. The commission was established in accordance with the Law of Ukraine ‘On Social and Legal Protection of Persons Who Have Been Deprived of Their Personal Liberty as a Result of Armed Aggression Against Ukraine, and Members of Their Families.’ This Law applies to citizens who: were captured in connection with the protection of the state sovereignty, independence, territorial integrity and inviolability of Ukraine as a result of armed aggression against Ukraine, who are members of the security and defence forces of Ukraine (military personnel); civilians who were deprived of their personal freedom in connection with: the activities of such citizens aimed at expressing their views, values, positions on defending the state sovereignty, territorial integrity and inviolability of Ukraine, the democratic constitutional order and other national interests of Ukraine, as well as for professional, public, political or human rights activities related to defending the state sovereignty, independence, territorial integrity and inviolability of Ukraine, the democratic constitutional order and other national interests of Ukraine, the protection of the rights and freedoms of persons deprived of their personal liberty due to such activities, if there were grounds to believe that the exercise of such activities posed a real or potential danger of unlawful persecution of the person by the aggressor state, its bodies, subdivisions, formations, other entities; illegal actions of the aggressor state, its bodies, subdivisions, formations, other entities with the obvious or hidden purpose of inducing Ukraine, another state, state body, organisation, including international ones, legal entities or individuals to act or refrain from acting as a condition for the release of a citizen of Ukraine.
