The Ministry of Development is implementing comprehensive restoration of settlements based on innovative and energy-efficient principles, says Marina Denisyuk

The recovery of Ukraine must be comprehensive and implemented according to the “Build Back Better” principle. This was emphasized by Marina Denisyuk, Deputy Minister of Community and Territorial Development of Ukraine, during a meeting of the National Coordination Body (NCB) on the green recovery of Ukraine’s industry.

The meeting was chaired by Stefan Sikors, UNIDO Senior Coordinator for Ukraine, and Yuko Yasunaga, Deputy Director General and Managing Director of UNIDO’s Corporate Services and Operations Directorate. Representatives of the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Digital Transformation, and international partners also participated.

One of the key priorities of the Ministry of Development is the comprehensive restoration of communities with the integration of innovative solutions, which includes investments in housing, transport links, and municipal services. In Borodianka and other settlements, a comprehensive green restoration approach is already being implemented, including insulation of facades and roofs, independent energy supply, modernization of engineering networks, implementation of energy-saving solutions for pumping stations, and the use of modern lighting systems with reduced energy consumption, barrier-free infrastructure, and new sports and cultural spaces.

“We must rebuild cities and communities using a new, comprehensive approach, including energy efficiency and barrier-free measures and introducing innovative technologies to make communities more comfortable and technologically advanced — this is the ”Build Back Better, Build Back Greener” approach. We are also talking about changing the mindset of community residents.

The Ministry of Development supports communities in developing high-quality priority public investment projects and PPP projects. This year, the Ministry of Development and its subordinate agencies submitted the largest number of investment projects — over 50% of the total — to the Unified Project Portfolio for 2026.

The majority of the Ministry of Development’s projects are based on the principles of circular economy and energy efficiency. Marina Denysiuk expressed her gratitude to international partners, especially the United Nations Industrial Development Organization (UNIDO), for supporting the project “Green Recovery of Industry through Municipal Development in Ukraine.”

“The implementation of this project is key to the economic growth of communities, increasing their competitiveness, and developing an innovative economy. For the recovery to be effective, we must provide access to the latest technologies and implement sustainable financial mechanisms that cover both the public and private sectors, as well as ensure the creation of a recovery fund to bring projects to life,” said Marina Denysiuk.

At the meeting, the parties discussed the need to attract additional investments within the framework of cooperation with UNIDO. The goal is to make public-private partnership (PPP) and blended finance projects more profitable and realistic. It is also critical to speed up administrative processes.

The meeting also discussed the importance of establishing midstream processing and securing raw materials to create an additional value chain in Ukraine. The development of an industrial R&D platform—a comprehensive system that combines technologies and resources to accelerate innovation and transfer the latest technologies to industry—is critically important.

For reference. The meetings of the National Coordination Body (NCB) on Green Industrial Recovery in Ukraine are a key mechanism for coordination between the Government and UNIDO within the framework of the Green Industrial Recovery Program for 2024-2028.

The main goal of the Ministry of Development’s cooperation with UNIDO is to attract the organization’s resources, innovative solutions, develop feasibility studies for projects (in particular, PPPs), and provide expert support. Currently, UNIDO is implementing 13 projects in Ukraine with a total budget of over $210 million, two of which fall under the competence of the Ministry of Development.
