The Ministry of Development will create an information and analytical system of real estate objects to provide housing for IDPs

The Cabinet of Ministers of Ukraine has approved a resolution initiating the creation and launch of an information and analytical system for real estate properties to provide housing for internally displaced persons.

The system will be a modern tool for automated recording, collection, processing and publication of information about land plots, houses, apartments and other real estate objects of state, communal or private ownership that can be used for IDP accommodation.

The resolution provides for:

  • integration with key state registers and information systems, in particular the Unified State Electronic System in the field of construction, the State Land Cadastre, the State Register of Real Rights to Immovable Property, and the Unified Information Database on IDPs;
  • determination of the functional capabilities of the system, including the portal and the user’s electronic office.

The Ministry of Development will be responsible for the creation and administration of the system as the authorised state body.

‘The creation of a modern information system will allow citizens to quickly obtain data on available properties and significantly increase the transparency of the process of distributing housing resources for IDPs. This is an important element of systemic solutions in the policy of recovery and social support,’ said Oleksiy Kuleba.

The data from these systems will also be used to attract donor funding for the refurbishment and modernisation of housing for internally displaced persons.

The information and analytical system must be developed and operational by 1 October 2026 at the latest.

The adoption of the resolution is provided for by the Law of Ukraine ‘On Ensuring the Rights and Freedoms of Internally Displaced Persons.’ Within the framework of this Law, an inventory of real estate that is already in use or can be re-equipped for the accommodation of internally displaced persons is being carried out. The inventory of such property has already begun. The results will be integrated into the information and analytical system.

This is another step towards the implementation of a modern approach to managing the housing stock for the needs of citizens affected by the war.

We would like to remind you that in order to implement this Law, the Ministry of Development has prepared and the Government has approved resolutions of the Cabinet of Ministers that determine the procedure for conducting an inventory, namely:

  • No. 489 dated 29 April 2025 ‘On Approval of the Procedure for Inspecting Real Estate Objects for the Accommodation of Internally Displaced Persons and the Standard Form of the Real Estate Inspection Report’;
  • No. 493 dated 29 April 2025 ‘Certain issues of organising the inspection of real estate for internally displaced persons.’
