Deputy Minister of Community and Territorial Development of Ukraine Oleksiy Ryabikin held a meeting with representatives of the International Organisation for Migration (IOM).
The key topic of discussion was strengthening partnership in the reconstruction of Ukraine and assistance to internally displaced persons. In particular, the parties discussed joint approaches to providing housing, employment and social services for IDPs.

‘We are currently working to clearly define priority categories for housing provision — these are combatants, families of fallen defenders, people with disabilities, and those released from captivity,’ said Oleksiy Ryabikin.
In particular, this involves the creation of a municipal housing fund, which will provide housing for rent on affordable terms. On 2 July, the government approved a resolution providing for the launch of the experimental phase of this project.
Ukraine continues to work on reforms even in wartime. This includes decentralisation, digitalisation, and public investment management. Since the start of the full-scale invasion, communities have been actively implementing new approaches to development and adapting and responding to today’s challenges.

‘We have gained unique experience of living and working in conditions of constant threats — blackouts, shelling, drone attacks. It is a difficult experience, but it shapes our resilience,’ the Deputy Minister emphasised.
Oleksiy Ryabikin also thanked the IOM team for their ongoing expert support and effective communication with the Ukrainian authorities. The parties agreed on further cooperation in specific priority areas.
The meeting was attended by IOM Deputy Director General for Management and Reform Son A Lee, IOM Regional Director for Europe and Central Asia Arthur Erken, and Advisor to the Deputy Director General Troy Dooly.

IOM is one of the international humanitarian organisations that helps affected communities, internally displaced persons in Ukraine, and those who have been forced to temporarily leave the country due to Russia’s full-scale invasion.
