‘We are launching payments for internally displaced persons from temporarily occupied territories. This is a new stage in the development of the e-Recovery programme,’ Oleksiy Kuleba

Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba spoke in detail during a live broadcast on Suspilne TV channel about the development of the ‘eRestoration’ programme, which has become the state’s main tool for supporting people who have lost or damaged their homes as a result of Russian aggression.

According to him, next week the government will adopt a resolution that will open up the possibility of compensation for internally displaced persons in temporarily occupied territories. To this end, an agreement has been reached with international partners for $180 million. These funds are intended for the first 3,700 families who will receive payments.

“Since the programme began, more than 120,000 Ukrainian families have received compensation. By the end of the year, we plan to pay out another 60,000 compensations, meaning that a total of about 180,000 families will receive support in the form of payments or certificates. The necessary resources are already in place, both from the state budget and from international partners. This guarantees that the programme will be stable,” said Oleksiy Kuleba.

He added that over the past year, ‘e-Restoration’ has expanded significantly. For the first time, internally displaced persons will also receive compensation for damaged or destroyed housing. A new service has been introduced – reconstruction on one’s own land. Remote inspection of housing in combat zones has been launched. This is an important step, as it allows people who cannot physically access their homes to have them assessed remotely. Soon, this option will also be available for areas where combat operations are possible.

The largest part of the programme is the restoration of damaged housing. To date, 97,600 families have already received assistance totalling 9.8 billion hryvnias. These are funds that people have been able to use to repair their homes in order to return to normal living conditions. The second part is compensation for destroyed housing. To this end, the state issues certificates that can be used to purchase a new flat or house. As of now, Ukrainian families have received 22,100 such certificates worth 32.1 billion hryvnias. More than 14,600 certificates have already been used to purchase new housing, worth 23 billion hryvnias.
