Highlights for the week of September 2 – September 8

This week, in connection with Iryna Vereshchuk’s transition to the position of Deputy Head of the Office of the President of Ukraine, the Verkhovna Rada supported her resignation from the post of Vice Prime Minister – Minister for Reintegration of the Temporarily Occupied Territories of Ukraine. The Cabinet of Ministers has appointed Anatoliy Stelmakh as Acting Minister for Reintegration of the TOT of Ukraine.

A draft law on the restoration of state power in Crimea was presented at a meeting of the Verkhovna Rada’s Defense Committee. The draft law was developed by the Ministry of Reintegration together with representatives of the Office of the President, the Presidential Mission in the Autonomous Republic of Crimea, the Ministry of Infrastructure and the National Agency for Civil Service. In March this year, the draft was supported by the Cabinet of Ministers.

The Government has issued a resolution regulating the crediting of length of service for the payment of seniority bonuses to Ukrainian teachers and researchers working outside Ukraine.

At a meeting of the Coordination Headquarters for the mandatory evacuation of the population under martial law, a decision was made to forcefully evacuate children from some settlements in Donetsk region.

The first payments to families with children in the frontline districts of Dnipro, Donetsk and Kharkiv regions have begun as part of a joint project of the Ministry of Reintegration and UNICEF. The amount of financial assistance is UAH 21,800. This will allow these households to prepare in advance for the winter period. UNICEF has allocated more than UAH 260 million for this project. In total, up to 60,000 residents of the frontline areas are expected to receive winterization support in 2024/2025.

The Ministry of Reintegration has prepared an explanation on how residents of frontline areas can receive financial assistance for the purchase of solid fuel. The communities in question are those in Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovs’k, Zaporizhzhia, Mykolaiv and Chernihiv regions. The amount of assistance is UAH 21 thousand per household for the entire heating season of 2024-2025. This heating assistance program is being implemented with the financial support of international organizations, including UNHCR. A total of UAH 1.2 billion has been allocated for this humanitarian project.

The State Language Standard “Ukrainian as a Foreign Language. Levels of general proficiency A1-C2” has come into force. It will provide the basis for opening Ukrainian-language educational programs and language training centers, etc. This topic was constantly raised at meetings held by the Ministry of Reintegration to address the problems of Ukrainian citizens abroad.
