Oleksiy Kuleba: 3,000 families have already purchased homes thanks to housing vouchers for IDPs from the temporarily occupied territories

3,000 Ukrainian families have already purchased their own homes thanks to housing vouchers provided under the “Housing for IDPs from Temporarily Occupied Territories” component of the e-Recovery program. This result was achieved in less than two months after the start of the first phase of funding reservations, which began on May 1, 2026.

In the first phase, the program provides housing vouchers to internally displaced persons who have left the temporarily occupied territories and have the status of combatants or persons with war-related disabilities.

“We are seeing tangible results from the program for people—3,000 families who lost their homes due to the war and were forced to leave the temporarily occupied territories have already finalized their agreements and purchased new homes. The total area of the purchased housing exceeds 165,000 square meters. We see that people are actively using the vouchers across the country and choosing where to build a new life. “We are working to secure additional funding. We plan to allocate additional resources to the program so that as many Ukrainian families as possible have the opportunity to purchase their own homes,” said Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community and Territorial Development of Ukraine.

The largest number of homes purchased with housing vouchers was in the Kyiv region—more than 500 vouchers worth over 1 billion hryvnia have already been used there.

Other leading regions include:

  • Dnipropetrovsk region—342 vouchers worth 682.8 million hryvnia;
  • Odesa Oblast — 298 vouchers worth 595.8 million UAH;
  • the city of Kyiv — 275 vouchers worth 549.6 million UAH.

Over 100 housing vouchers have already been used in Mykolaiv, Kharkiv, Ivano-Frankivsk, and Cherkasy Oblasts.

In total, housing has been purchased with vouchers in 22 regions of Ukraine. Among the regions where families have already taken advantage of the program are the Khmelnytskyi, Vinnytsia, Chernivtsi, Poltava, Ternopil, Lviv, Zakarpattia, Kirovohrad, and Volyn regions, among others.

More than 88% of the purchased housing consists of apartments, with another 10% or so being single-family homes. Nearly 87% of the housing was purchased on the secondary market. This indicates that the housing voucher mechanism is actively functioning in the real estate market and allows families to independently choose housing that meets their needs.

In total, over 41,000 applications have been submitted to participate in the program. More than 33,000 of them have already been reviewed and approved by local commissions.

During the first funding phase, 3,296 applications for housing vouchers were approved, totaling 6.59 billion UAH.

Under the program’s terms, if reserved funds are not used within 60 days, they are returned to the program and allocated to subsequent applicants. In such cases, an individual may reapply and rejoin the waiting list.
