Oleksiy Kuleba: It is important to strengthen coordination with donors and increase the level of coverage of our critical needs

The Vice Prime Minister for Reconstruction of Ukraine – Minister of Development of Communities and Territories of Ukraine took part in the 12th meeting of the Steering Committee of the Ukraine Donor Platform.

Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, Minister of Development of Communities and Territories of Ukraine, took part in the 12th meeting of the Steering Committee of the Ukraine Donor Platform. The meeting was attended by Prime Minister of Ukraine Denys Shmyhal and Minister of Finance of Ukraine Sergii Marchenko.

The participants of the meeting adopted a communiqué in which they noted that providing effective support for the recovery and reconstruction of Ukraine will remain a key priority for the Platform in 2025. The parties agreed to hold regular meetings of the Recovery Operational Group, which will hold its first meeting in February.

In his speech, Oleksiy Kuleba outlined the key priorities for Ukraine’s recovery

Winter resilience – decentralisation of the energy system, modernisation and optimisation of water infrastructure, restoration of water supply and sewerage in the southern regions of Ukraine;

Energy – restoration of damaged facilities, construction of defences for energy infrastructure that have already proven effective during Russian attacks;

housing – continuation of the successful compensation mechanism for damaged and destroyed housing, launch of a social housing project and an affordable programme for IDPs;

Social infrastructure – restoration of educational and medical facilities;

transport and logistics – restoration of roads and railways, which is critical for the country’s economic stability in times of war, as it is primarily about evacuation routes and rescue of people; development of port infrastructure;

support for the private sector – economic programmes to restore resilience and support small and medium-sized enterprises, support for the production of agricultural equipment, war risk insurance and capital investment financing.

Oleksiy Kuleba also voiced the needs of the humanitarian demining sector and the preservation of cultural heritage.

He noted that it is important to maintain the pace of energy infrastructure restoration and briefed on the preparations for and progress during the heating season.

‘Ukraine’s recovery is impossible without critical infrastructure that will provide security and resilience for our citizens. We must focus on the sectors that directly affect everyday life: energy security, housing and social infrastructure. We need to strengthen coordinate with donors and increase the level of coverage of our critical needs. I am grateful to the partners who supported the launch of regular meetings of the Recovery Operational Group experts. We will hold the first meeting in February,’ said Oleksiy Kuleba.

The Deputy Prime Minister for Recovery thanked the G7 countries, the EU and other international partners for supporting Ukraine in the implementation of critical projects. The parties also discussed the Public Investment Management (PIM) reform, which aims to increase the efficiency and transparency of the reconstruction. This is a comprehensive reform that includes a change in approaches to the selection of projects in which the Government will invest.

‘The reform of public investment management is a key priority for Ukraine, and the main efforts are focused on accelerating the implementation of international recommendations,’ the Vice Prime Minister stressed.

He informed the meeting participants that the work with the World Bank on the Fourth Rapid Damage and Recovery Assessment of Ukraine (RDNA4) is in its final stages. According to him, the RDNA4 will be completed in February, and the Ukrainian side will provide updated information on the priorities and recovery needs for 2025.

The meeting of the Platform was an important step in determining the next stages of Ukraine’s recovery and obtaining financial support from foreign donors.

In October 2024, Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, took part in the 11th UDP meeting in Rome, Italy.
