131 projects worth UAH 4.5 billion: projects approved under the Ukraine Recovery Programme III

Under the third phase of the Recovery Programme, 131 projects totalling UAH 4.5 billion have been approved.

These are initiatives that will be implemented in communities in four areas:

  • energy sustainability of communities: 37 projects for UAH 1.1 billion,
  • modernisation of water supply and sewerage infrastructure: 68 projects for UAH 2.0 billion,
  • reconstruction of medical facilities: 21 projects for UAH 1.1 billion,
  • construction of housing for internally displaced persons: 5 projects for UAH 0.3 billion.

The implementation of the approved projects will begin shortly. The total implementation period is 18 months, and the facilities related to the energy sustainability of communities should be completed by the beginning of the heating season – October 2025.

According to the results of the third stage of the Recovery Programme, we have 131 approved projects that are in line with both government policies and regional and local strategies. This shows that hromadas are not only interested in development, but also ready for systematic work to upgrade their infrastructure.
Supporting the implementation of local visions remains a priority for the Ministry of Development – we trust hromadas and provide them with all the necessary tools: funding, expertise, and digital solutions. It is especially important that the approved projects are implemented within a certain timeframe, so that people can feel the results as soon as possible.
We thank our international partners, in particular the European Investment Bank, for expanding this ambitious programme, and this year we will be able to announce a new selection due to additional funding. Restoration is a common cause, and communities are our key allies in this matter,” said Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, Minister of Development of Communities and Territories of Ukraine.

The projects were selected by the Expert Working Group under the Ministry of Development, which included representatives of line ministries, local government associations, civil society and anti-corruption organisations. This approach ensured both transparency and a high level of expertise in funding decisions.

All processes – from application to implementation monitoring – were carried out through the DREAM digital ecosystem, which allows for efficient data management, tracking of implementation progress, control over the use of funds and ensures their targeted use.

During the evaluation, special attention was paid to the complexity and effectiveness of the projects, as well as their alignment with regional and local development strategies. Communities were involved at all stages – from application to participation in the expert group. Each community had the opportunity to justify the importance of its project for local residents.

Examples of approved energy sustainability initiatives include the reconstruction of the district heating system in Zaporizhzhia with the installation of gas piston cogeneration units, the reconstruction of a boiler house in Mykolaiv, and the modernisation of the power supply system of four boiler houses in Zhytomyr with the installation of block-modular cogeneration units. 

In the area of water supply and sewerage modernisation, the selected projects include the overhaul of a water tower in the village of Shevchenkove in Sumy region, reconstruction of wastewater treatment facilities in Dergachi, Kharkiv region, reconstruction of a water supply system in Mykolaiv, construction of a water supply system in Pidhorodne, Dnipropetrovs’k region, and reconstruction of a sewerage collector in Kherson region.

In the healthcare sector, the following projects were approved: reconstruction of the surgical building of the hospital in Konotop, overhaul of the building of Kryvyi Rih City Hospital No. 7 and repair of the hospital in Velyko Oleksandrivka. For internally displaced persons, projects will be implemented to reconstruct buildings into dormitories in the city of Dnipro, Sofiyivka and Tomashivka village in Cherkasy region.

A total of 453 project applications from 235 communities totalling UAH 19.27 billion were submitted under the third phase of the Recovery Programme. The government has already decided to raise an additional €100 million to scale up the initiative. A new selection is expected this year.

The Recovery Programme for Ukraine is part of the public investment reform aimed at restoring critical infrastructure and improving the quality of life in war-affected communities.
Under the previous two phases of the programme, 225 projects worth over €500 million have already been implemented. According to Oleksiy Ryabikin, several more important facilities that received funding earlier are expected to be commissioned this year.
