She spoke about the main achievements of the Ministry in providing Ukrainians, especially internally displaced persons (IDPs), with affordable housing as part of the overall housing policy reform.
“As of today, more than 4.6 million people are internally displaced in Ukraine. Of course, not all of them need to solve their housing problems. But all of them have lost their homes in one way or another, and most of them, as a rule, need support from the state. We are actively working to develop the most convenient and effective options for providing affordable housing to those Ukrainians who need it. However, to make all this possible, we need a complete reform of housing policy. It requires a nationwide review of the approach. We are already awaiting the adoption of the Law on the Basic Principles of Housing Policy. It will form the basis for all further transformations and changes that we will implement. Including the creation of affordable housing programmes for Ukrainians,” said Natalia Kozlovska.
The Law ‘On the Basic Principles of Housing Policy’ is aimed at creating a modern housing policy in Ukraine based on ensuring the affordability of housing, modernisation of the housing stock, digitalisation of processes, as well as transparency and efficiency of market regulation. It is intended to replace the outdated Soviet-era Housing Code. This law also creates opportunities for the formation of social rental housing funds.
The Deputy Minister spoke separately about the modern digital solutions that the Ministry plans to implement. She stressed that one of the most important such tools will be the Unified Housing Information and Analytical System. The system will replace the existing apartment records, which are currently kept on paper in some places. The system is needed to administer all housing programmes, keep records of citizens who need assistance in resolving housing issues or participate in them, and provide information on available housing stock. In this way, the system is intended to become a single platform offering all possible instruments.
It is in this system that in the future internally displaced persons and other Ukrainians in need of housing will be able to choose the programmes that suit them best and apply for them accordingly.
