Italy is ready to play a leading role in Ukraine’s recovery, – Oleksiy Kuleba

During the Road to URC 2025 event in Verona, Oleksiy Kuleba, Vice Prime Minister for Reconstruction, Minister of Communities, Territories and Infrastructure Development of Ukraine, thanked the Italian people for their support in the most difficult moments of our country’s modern history.

Italy remains a reliable partner in providing assistance in defence, energy and other areas. And today, the Italian government has expressed its readiness to play a leading role in rebuilding our country, particularly in the area of industrial infrastructure.

“We are already rebuilding communities and regions under fire and under constant threat. For example, more than 22,000 facilities out of more than 30,000 damaged ones have already been rebuilt in the Kyiv region. And this is only a part of the great joint work made possible by our international partners,” said Oleksiy Kuleba.

He also stressed that the scale of the destruction and challenges is unprecedented. According to the fourth RDNA4, Ukraine’s total recovery needs are estimated at more than $524 billion over the next decade. Direct losses have already reached $176 billion. Housing, transport, energy, education, and healthcare have suffered the greatest losses. Six regions – Donetsk, Luhansk, Kharkiv, Zaporizhzhia, Kherson and Kyiv oblasts – account for 72% of the total damage.

In his turn, Antonio Tajani, Vice Prime Minister and Minister of Foreign Affairs of Italy, reaffirmed his continued support for Ukraine and readiness to cooperate with international partners to achieve a just and lasting peace. He also stressed the importance of Italy’s participation in the process of restoring our country and supported Ukraine’s European integration course, calling it the reunification of Ukraine with the European community.

This is a clear signal that Italy sees Ukraine as a full-fledged partner in the future of the European Union. This position strengthens our cooperation, supports Ukrainian society and gives us confidence that our European integration is irreversible,” said Oleksiy Kuleba.

The Ukrainian side stressed that the recovery is not a humanitarian mission, but a space for real partnership and investment. Ukraine is already implementing modern energy solutions, providing sustainable logistics routes, adapting business to war conditions and implementing development projects.
