
Ukrainians whose homes have been destroyed as a result of hostilities can count on compensation under the ‘eReconstruction’ programme — even if their homes are located in areas under active shelling. The Cabinet of Ministers of Ukraine has approved a resolution allowing commissions to conduct remote surveys of destroyed homes in areas of active hostilities.
How to get compensation — step-by-step instructions
- Submit an information report. This can be done via a mobile app or the Diya portal, at a Centre for Administrative Services, or through a notary.
- Submit an application for compensation. In it, you indicate which type of compensation you choose. This can be a housing certificate — a document that will allow you to buy new housing to replace the destroyed one — or a cash payment for reconstruction on your own land plot.
Important: the second option is only available to owners of private houses who have a land plot in a safe area. You can now submit such an application through the Diya app.
- The local authority commission determines the format of the survey. It assesses the security situation in the region where your home is located and decides whether it is possible to physically visit the site of the destruction or whether the survey should be conducted remotely.
- The commission conducts the inspection. If it is a remote format, satellite images, drone footage, photos and videos taken by the applicant on a mobile phone are used.
The following requirements apply to photographs taken by applicants:
- the photograph must be in colour, clear and without visual distortions;
- if technically possible, the file must contain the date and time of shooting, geolocation;
- the land plot on which the destroyed dwelling is located must be recorded;
- a general view and at least 3 different angles of the dwelling confirming the fact of destruction;
- the photos must show the destroyed structures, in particular load-bearing walls, floors, and the roof;
- if possible, the photos should contain identifying features of the object: address plates, house numbers, signs, and other landmarks.
- Within 30 days of the application being submitted, the commission must decide whether the destruction of the home can be established. If there is sufficient evidence, the commission will award compensation. If not, it may suspend consideration of the case.

Do not risk your life to take photos of a destroyed house in an active combat zone! If you do not have any images, contact the relevant services or possible witnesses to the events. They can also provide the materials needed to establish the fact of the destruction of the house.
The commission may also collect and attach information received from the police, rescue services and the military.
If there is sufficient evidence to establish that the home has been destroyed, the commission will award compensation. If not, it may refuse to award compensation. If new materials appear or the security situation in the regions changes, you can submit a new application for compensation.
If your application was previously suspended: if it was impossible to inspect the destroyed housing due to hostilities, the commission must resume consideration of your application, taking into account the possibility of remote inspection. When the commission resumes consideration of the application, its status in the Action will change from ‘Suspended’ to ‘In progress’. If this does not happen, contact the commission that considered your case.
