Status of evacuation of the population from frontline territories as of 5 September

The evacuation of people from frontline areas continues in Ukraine. It is being carried out through the joint efforts of the State Emergency Service, the National Police, communities, volunteers and international partners. Special groups from the State Emergency Service, Phoenix, and the National Police of Ukraine, White Angel, are working in the frontline territories. They are equipped with armoured transport, medical supplies and the necessary equipment to transport people with reduced mobility.

The focus is now on the situation in Dnipropetrovsk and Donetsk regions. According to information from regional military administrations, 12,017 people were evacuated from Dnipropetrovsk region between 1 June and 5 September, with another 11,509 people in need of assistance. During this time, more than 64,108 people were moved to safer regions from Donetsk region, with 215,755 people in need of evacuation.

There are 22 centres in Ukraine where evacuees receive humanitarian, medical, psychological, legal and social support. These centres also help with the restoration of documents, the processing of payments and social services, and provide financial assistance from the state and humanitarian organisations.

The Ministry of Social Policy, Family and Unity is working to ensure that people with limited mobility who need medical assistance or specialised care are immediately transported from transit points to medical facilities. Their work also focuses on providing adequate living conditions for these groups of people.

Comprehensive services are provided at transit points in Pavlohrad, Lozova and Volosky. From 1 August to 5 September 2025, more than 8,300 people used the transit point in Pavlohrad. The transit point in Lozova has been operating since 19 August and has served almost 1,700 people during this time. The transit point in Volosky began operating on 23 August and has been used by over 550 people.

A new transit point has also been set up in Mykolaiv for residents of the Kherson region. This point will also provide comprehensive services.

There are currently 1,090 PTRs in operation, providing over 77,000 places. Of these, more than 6,000 are vacant. More than 3,500 places have been created for people with reduced mobility, of which 75 remain vacant. The deployment of an additional 30,000 places for the accommodation of evacuees in temporary accommodation, including for people with reduced mobility, is ongoing.

The largest number of PTRs were created in the following regions: Dnipropetrovsk – 130; Zakarpattia – 111; Kharkiv – 78; Kirovohrad – 76; Lviv – 68; Poltava – 64; Chernivtsi – 63; Vinnytsia and Ivano-Frankivsk – 60 each; Rivne – 58; Khmelnytskyi – 57.

Communities play an important role in the evacuation process. They organise the departure of the population, receive people in safer regions and provide conditions for their accommodation.
