On 10 September, a resolution came into force allowing internally displaced persons and residents of frontline regions to receive compensation from the state for the purchase of housing under the ‘єОселя’ programme as part of the Frontline Territories Support Programme. Today, the first such loan was issued.

As part of the assistance, the state will compensate 70% of the initial deposit, but no more than 30% of the cost of housing; during the first year, it will reimburse 70% of the monthly payment, up to a total of 150,000 hryvnia, and additionally cover up to 40,000 hryvnia for commissions, fees, and insurance. The 2025 budget allocates 4.4 billion hryvnias for these payments.
“The programme to support frontline territories provides concrete assistance to residents of these regions and internally displaced persons. Today, thanks to this support, the first family that left their home because of the war has purchased a new home. We are working to provide real tools for people and ensure a decent future for them, despite all the challenges,” emphasised Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba.

The first loan under the programme was granted to the family of Georgiy, an internally displaced person from Donetsk, who moved to Kyiv in 2014 and started a family there. All these years, the couple lived in rented flats. Thanks to additional opportunities provided by the state, the family decided to buy their own home and purchased a flat under construction. The building will be commissioned in the coming months.
‘The resolution, which came into force on 10 September, gave us, as displaced persons, additional opportunities to purchase housing. We submitted an application through Diya and received approval,’ says Georgiy.
Applications are accepted at 10 partner banks participating in the programme: Oschadbank, PrivatBank, Ukrgasbank, Globus, Sens Bank, Bank Credit Dnipro, Tascombank, Sky Bank, BISBANK, Radabank. The first cooperation agreement was signed between Sky Bank JSC and the Pension Fund of Ukraine.
As a reminder, IDPs or residents of frontline territories who have no other housing except that located in areas of active hostilities or temporarily occupied territories are eligible for compensation. One of the conditions is that the person must be officially employed.
It is expected that this year, 9,500 families of internally displaced persons and residents of frontline territories will be able to obtain housing loans under the state programme.
