Ukraine introduces State Information System for Evacuation Coordination

The Government has adopted a resolution on the creation of a State Information System for the Coordination of Evacuation and Assistance to Persons from TOT and Frontline Territories (State Information System for the Coordination of Evacuation). The document clearly distributes responsibilities among state bodies, local self-government bodies and public organisations responsible for evacuation and provides for an assessment of the needs of evacuees.

“Our task is to ensure a clear, safe and understandable evacuation route for each person. From the moment of departure from dangerous areas to placement in safer communities, the process must be as convenient, transparent and coordinated as possible. We are working to ensure that people receive assistance without delay and that their stay in transit centres is kept to a minimum. This is not only a matter of organisation, but also of respect for everyone who is forced to leave their home because of the war,” said Deputy Prime Minister for the Restoration of Ukraine, Minister of Community and Territorial Development Oleksiy Kuleba.

The Ministry of Development coordinates the process through the Coordination Headquarters, while the Ministry of Social Policy is responsible for social support and reintegration, and the State Emergency Service is responsible for security, notification and the technical aspects of evacuation.

Local administrations and local self-government bodies directly implement evacuation measures on the ground: they make decisions, set up assembly points, carry out notification, registration, transportation and accommodation of people, coordinate the work of social workers and provide domestic support.

Multidisciplinary teams will be set up at transit centres. Their task is to assess the needs of evacuees, determine the evacuation route and ensure that comprehensive services are provided in the areas to which people are being relocated. The work of multidisciplinary teams (social workers, psychologists, lawyers, doctors) will be coordinated by the National Social Service of Ukraine.

Єдина інформаційна система дасть змогу скоротити час очікування та підвищити якість надання послуг евакуйованим людям на кожному етапі — від транзитного центру — до розміщення в місці тимчасового проживання у приймаючій громаді. Впровадження системи протягом трьох місяців має забезпечити Міністерство соціальної політики, сім’ї та єдності, яке й адмініструватиме її.

There are currently 20 transit points operating in Ukraine that accept evacuees from temporarily occupied territories and areas of active combat operations. Specifically:

In the Dnipropetrovsk region, there are eight points: five in Dnipro, one in Pavlohrad, and one each in the villages of Stepove and Voloske. In the Sumy region — 5 points in the cities of Sumy, Shostka, Romny, Hlukhiv and the village of Klyshky. In the Kharkiv region — 2 points in Kharkiv and Lozova. In the Volyn region — 3 points in Kovel. In the Mykolaiv region — 1 point in Mykolaiv. It was opened by the Kherson Regional State Administration for evacuees from the Kherson region. In the Zaporizhzhia region — 1 point in Zaporizhzhia.

Transit points providing a full range of comprehensive services for evacuees operate in Pavlohrad, Voloske and Lozova.
