Starting today, December 1, internally displaced persons who left temporarily occupied territories and have the status of a combatant or a person with a disability as a result of the war can use the new component of eRecovery and apply for a housing voucher worth UAH 2 million.
“Applications for housing vouchers for IDPs from temporarily occupied territories have started. Already now, applications for housing assistance can be submitted by combatants and persons with disabilities as a result of the war. This is an important step that gives people a real tool to rebuild their lives in safe communities. Supporting people who have moved from temporary occupation is one of the key priorities of the Ministry. We are negotiating with international partners to scale the program so that it becomes more accessible to as many families as possible who have lost the opportunity to return home,” said Deputy Prime Minister for Reconstruction of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba.
A housing voucher is an electronic document that will allow you to purchase housing in a safe region or invest in its new construction or use it as a mortgage payment repayment.
We remind you who can participate in the program and how to apply.
Who can apply
At the first stage, only those internally displaced persons who simultaneously meet the following criteria can apply:
have IDP status;
have the status of a combatant or a person with a disability as a result of war (regardless of whether they received it after a full-scale invasion or during the ATO/JFO, starting in 2014);
have confirmation of their previous place of residence in the temporarily occupied territory, which is reflected in the IDP certificate;
have a current IDP certificate with the address of actual residence in the territory controlled by Ukraine.
Participation in the program is possible if the applicant and his/her family (spouse and minor children) do not own other housing in the territory controlled by Ukraine, except for cases of outstanding mortgages or housing in an active combat zone. Participation is also possible provided that the family has not received housing support in other programs and does not have valid applications in e-Recovery.
The presence or absence of housing owned by TOT does not affect the right to participate.
How to apply from December 1
First, you can apply for participation in the program only through the Diya mobile application.
The applicant must:
Update the application to the latest version.
Go to the Services for IDPs section → Application for a housing voucher.
Confirm family composition.
Obtain the consent of the spouse to the processing of personal data (via Diya.Signature). If the partner does not confirm consent within 36 hours – the application will be canceled)
Sign the application with Diya.Signature and send it.
There is no need to submit documents manually – all data will be automatically pulled from the registers.
Submission through ASNs and notaries will become available later.
After submission, the application undergoes automatic verification, and then is transferred to the commission at the applicant’s place of actual residence. The approximate term for consideration of the application by the commission is up to 30 days.
Also, the applicant must not have been subject to special economic and other restrictive sanctions and must not have a criminal record for crimes against the state.
What will happen after the application is approved by the commission?
A housing voucher is formed in the Register of Damaged and Destroyed Property. Its validity period is 5 years. Also, a five-year ban on alienation applies to housing purchased with a voucher.
The official start of payments and the possibility of using vouchers will be announced separately.
The program was developed by the Ministry of Community and Territorial Development of Ukraine together with the Ministry of Digital Transformation of Ukraine, and in partnership with the Ministry of Veterans Affairs and the Ministry of Social Policy, Family and Unity. The program operates on the basis of the State Register of Damaged and Destroyed Property (RPZM). Program partners are the Eurasia Foundation, the Eastern Europe Foundation, and the World Bank (project “HOPE: Housing Repair to Restore People’s Rights and Empowerment”).
