On December 4, in Jerusalem, the Ministry of Community and Territories Development of Ukraine and the State of Israel signed a Memorandum of Cooperation in the Field of Reconstruction. The Ukrainian side was represented at the signing by Deputy Minister of Community and Territories Development of Ukraine Artem Rybchenko. The Israeli side was represented by Minister for Reconstruction at the Ministry of Finance of the State of Israel Zeev Elkin.

“It is important for Ukraine to adopt the experience of rapid and effective reconstruction. We strive for Ukrainian communities to be rebuilt in a modern, safe and people-oriented manner. Israel has repeatedly demonstrated its ability to quickly restore territories and ensure the stability of communities even in difficult conditions. We highly appreciate the willingness of Israeli partners to share their technologies, approaches and practical solutions that have already proven their effectiveness,” emphasized Artem Rybchenko.
Both countries confirmed their common interest in post-war reconstruction, modernization and strengthening the resilience of communities, as well as in expanding the exchange of technologies and practical experience.
Within the framework of cooperation, the parties agreed to cooperate in the reconstruction and modernization of infrastructure, the development of entrepreneurship in construction, logistics and infrastructure projects, attracting investments and technical assistance. Particular attention was paid to the introduction of innovative technologies, environmentally sustainable solutions and support for small and medium-sized businesses involved in the reconstruction.
The Ukrainian side emphasized that the signing of the Memorandum will open up the opportunity to more actively exchange experience, involve specialists, prepare joint projects and use modern tools for the reconstruction of Ukrainian communities.

On December 3-4, a Ukrainian delegation visited the State of Israel, during which, for the first time since the start of the full-scale war, a meeting of the joint Intergovernmental Commission on Trade and Economic Cooperation was held. The delegation was headed by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka.
During the visit, representatives of the Ukrainian delegation got acquainted with practical examples of the restoration of Israeli communities. The delegation visited Kibbutz Beeri, one of the communities that suffered the most during the attack on October 7, 2023, as well as a temporary area in Kibbutz Rukham, built for evacuated residents.
The Ukrainian side noted that the Israeli experience of operational reconstruction and strengthening the resilience of territories is extremely valuable for the modern reconstruction of Ukraine.
