A modular housing complex for internally displaced persons will be built in the Myronivska community

On February 20, in Kyiv, the Ministry of Community and Territorial Development of Ukraine, the Kyiv Regional Military Administration, the Myronivka City Council, and the Charitable Organization “Charitable Foundation ”MHP – Hromadi” signed a memorandum on the implementation of a pilot project to create a modular housing town for internally displaced persons with the possibility of further employment for residents.

The document was signed by Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba, Head of the Kyiv Regional Military Administration Mykola Kalashnyk, First Deputy Mayor of the Myronivska Community Dmytro Zhukotansky, and Chairman of the Supervisory Board of the MKP – Community Charitable Foundation Yuriy Melnyk.

“We are launching a new pilot project for a modular residential neighborhood for internally displaced persons in the Myronivska community. This involves the construction of up to 200 houses with the necessary infrastructure and jobs for residents. Our approach is not temporary accommodation, but the integration of people into the community. At the same time, we are building a neighborhood of 1,000 apartments for Mariupol residents in Bila Tserkva, launching a project in Hoshcha for residents of Bakhmut, and preparing solutions for IDPs in Kamyanske and Zakarpattia. In total, there are about 30 such projects in various communities, providing housing for approximately 40,000 people,” said Oleksiy Kuleba.

A modular housing town is planned to be built in the city of Myronivka, Kyiv region, on a 12-hectare plot of land. The project involves the installation of up to 200 separate modern modular houses, which will provide housing for about 600 internally displaced persons. The first settlement is planned for 2026.

In addition to housing, the town’s concept includes employment opportunities for residents, both in the community’s economic sectors and in the municipal sphere.

The project also includes modern approaches to space design, in particular:

infrastructure autonomy;

enhanced security standards (Citadel format);

barrier-free environment;

creation of recreation and leisure areas (Urban park);

modern communications, including 5G coverage.

The project will be implemented in partnership with the state, the region, the community, and the charitable sector.

The Ministry of Community and Territorial Development will act as the project coordinator.

Separately, the Myronivska municipal community will ensure the allocation of land, the development of a detailed plan for the territory, the transfer of housing to the community’s balance sheet, and the subsequent maintenance of the town.

The MHP – Community Charitable Foundation will contribute to the construction of houses and their furnishing and equipping, the development of the territory, and will also promote the employment of internally displaced persons through cooperation with employers in the region and partners.

The project will be financed using a mixed model—funding from the state, regional, and local budgets, as well as support from private partners, donors, and philanthropists.
