The government has allocated nearly 1.2 billion hryvnias to provide housing for internally displaced persons from Mariupol

The funds will be allocated for the construction of municipal (social) rental housing, which will be provided to Mariupol residents who have lost their homes due to the war.

This is a project being implemented by the Ministry of Community and Territorial Development of Ukraine in cooperation with the Kyiv Regional Military Administration, as well as the Mariupol and Bila Tserkva city communities. The initiative is part of a large-scale state program to create a fund for municipal (social) rental housing in Ukraine.

“The residential neighborhood in Bila Tserkva is one example of scaling up the municipal housing model across Ukraine. Restoring housing and creating stable conditions for internally displaced persons is a key task and a central element of reconstruction. This project is symbolically named ‘My Home. Ukraine.’ “Affordable rental housing is a key factor in returning to normal life and the ability to plan for the future,” emphasized Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community and Territorial Development Oleksii Kuleba.

The project involves the construction of modern housing that the community will be able to provide to internally displaced persons on preferential terms. The apartments will be offered for social rent at below-market rates and will already be renovated, furnished, and equipped with appliances.

On December 5, 2025, the launch of the project to build the first residential neighborhood for Mariupol residents was announced.

The project is based on best European practices and involves the creation of a comprehensive social infrastructure: kindergartens, a general education school, shops, and clinics. There are also plans to build special apartments for people with disabilities.

The project is being financed in part by the state budget, a contribution from the Mariupol community, and support from partners in the European Union.

Construction will be carried out in several phases. The first phase involves the construction of approximately 1,000 apartments and is scheduled for completion by the end of 2026.
