More than 400 internally displaced persons will be able to purchase housing on preferential terms under the State Youth Housing Program

The State Fund for Youth Housing Construction (Derzhmolodzhytlo) held the 25th round of candidate selection for preferential mortgage loans under the “Housing for IDPs” program via a live broadcast.

Based on the results, the first 425 selected participants will be able to purchase housing on preferential terms.

This stage was made possible by the receipt of the first tranche—€7.5 million from the International Organization for Migration (IOM)—under an agreement signed on March 10, 2026, with the support of the Ministry of Community and Territorial Development of Ukraine. In total, the agreement provides for €33 million for the preferential mortgage lending program for IDPs.

“The total amount of international funding raised already exceeds €125 million, and we continue to work systematically with partners to expand it. It is important that the program operates on the principle of a revolving fund—funds repaid on issued loans are directed toward supporting new participants. Thanks to this, the resources already mobilized will allow for an additional 250 subsidized mortgage loans,” noted Natalia Kozlovska, Deputy Minister of Community and Territorial Development of Ukraine.

The selection was conducted via a random computerized draw using a random number generator (RandomPicker.com), approved by international partners, and was streamed online.

The largest number of selected candidates from the 24 regions and the capital came from Kyiv and the Kyiv region (223 participants). Other leading regions include Odesa Oblast (41 selected participants), Dnipropetrovsk Oblast (22), and Cherkasy Oblast (21).

In Lviv Oblast, 17 participants were selected; in Chernivtsi Oblast, 11; in Poltava Oblast, 10; and in Vinnytsia and Kharkiv Oblasts, 9 candidates each. In the other 15 regions, the number of selected participants ranges from 1 to 8.

Importantly, the region where the application is submitted does not limit the choice of housing. Selected participants can purchase a home in any region of Ukraine, with the exception of temporarily occupied territories and areas where hostilities are ongoing or possible.

Thanks to the new funding, selected candidates will have the opportunity to take out loans under the following terms:

an annual interest rate of 3%;

a loan term of up to 30 years;

housing area—up to 52.5 m² for a family of 1–2 people + 21 m² for each additional family member.

Regional offices of the State Youth Housing Agency will notify selected participants of the next steps and the list of required documents no later than the next business day after selection.
