Ukrainians who have applied to reserve funds under the e-Recovery program’s “Housing for IDPs from the Temporarily Occupied Territories” component can check their place in line.
As a reminder, on May 1, the reservation of funds began for the use of housing vouchers for combatants and people with war-related disabilities who have IDP status.
In total, over 17,000 applications for fund reservations were submitted. The first tranche of funding allowed funds to be reserved for 3,296 citizens—that is nearly 6.6 billion UAH. For these applicants, the voucher status has changed to “contact a notary.” For those who have not yet received such confirmation, the status is “funds reserved.” The Ministry of Community and Territorial Development is working to secure additional funding to implement the program.
To allow applicants to check their place in line, the Ministry of Community and Territorial Development of Ukraine, in collaboration with the government contact center, has developed a mechanism for this purpose. You can check this information by calling 1545. To do so, the applicant must provide the operator with the housing voucher number displayed in the Diya app.
The operator will provide:
the voucher’s status;
the date and time the funding application was submitted;
your place in the queue;
the number of applications ahead of you awaiting funding allocation.
The queue for housing voucher funding is generated automatically. After submitting an application to reserve funds via the Diya app, it is transferred to the electronic system of the Register of Damaged and Destroyed Property (RDDP), where the exact date and time of submission are recorded—this is the principle used to determine the order in the queue.
Every day, the RDPM system receives information from the program operator—Ukrposhta—about the available funds and determines how many applications can be funded. If there are sufficient funds, the funds are automatically reserved for applicants in the order of the queue. After that, people receive a notification in the Diya app, and the status “contact a notary” appears on the housing voucher.
If the reserved funds are not used within 60 days, they are returned to the program and allocated to the next applicants. In this case, the applicant may resubmit their application and rejoin the queue.
The “Housing for IDPs from TOT” program provides housing vouchers to internally displaced persons from temporarily occupied territories who have the status of combatants or persons with war-related disabilities.
