
Under the “Housing for IDPs from Temporarily Occupied Territories” component of the state program “e-Recovery,” Ukrainians are already actively using housing vouchers to purchase new homes. The program provides housing vouchers worth 2 million hryvnias to internally displaced persons from temporarily occupied territories who have the status of combatants or persons with war-related disabilities.
“The program is already delivering tangible results—160 families who lost their homes due to the war and were forced to leave the temporarily occupied territories have already finalized their transactions and purchased new homes. And this is just the first few weeks of the program’s operation. We see that people are actively using the vouchers across the country—from Kyiv Oblast to Zakarpattia—and are choosing for themselves where to build a new life. At the same time, over 860 agreements have already been submitted for payment, so in the near future, hundreds more families will receive their own homes. “We are working to attract additional funding and expand the program—so that as many Ukrainians as possible have the opportunity to purchase their own homes,” said Oleksii Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development of Ukraine.
The largest number of homes has been purchased in the Kyiv region, where 61 vouchers worth over 121 million hryvnias have already been used.
Other leading regions include:
- Dnipropetrovsk region — 29 vouchers worth 58 million UAH;
- Mykolaiv region — 20 vouchers worth 40 million UAH;
- Kyiv city — 16 vouchers worth 32 million UAH;
- Odesa region — 9 vouchers worth nearly 18 million UAH.
The program covers a number of regions across the country. In total, housing vouchers have already been used in 14 regions of Ukraine, including Khmelnytskyi, Vinnytsia, Ivano-Frankivsk, Chernivtsi, Poltava, Ternopil, Lviv, Zakarpattia, Kirovohrad, and Volyn.
Over 91% of the properties purchased are apartments, with another 8% or so being single-family homes. Nearly 87% of the housing was purchased on the secondary market. The housing voucher program is actively operating in the real estate market and allows families to choose housing that meets their specific needs.
In total, over 39,000 applications have been submitted to participate in the program. Of these, more than 30,000 have already been reviewed and approved by local commissions.
During the first funding phase of the program, 3,296 applications for housing voucher reservations were approved, totaling 6.59 billion UAH.
As a reminder, under the program’s terms, if reserved funds are not used within 60 days, they are returned to the program and allocated to subsequent applicants. In such cases, an individual may reapply and rejoin the queue.
Work is also ongoing to secure additional funding from the state budget and international partners. Specifically, the program will be financed in part by a loan from the Council of Europe Development Bank—approximately 80 million euros (≈ 3.9 billion UAH).
