Ukraine has officially opened negotiations with the EU on Cluster 1, “Foundations of the European Union Accession Process”

Today in Luxembourg, during the second Ukraine–EU Intergovernmental Conference, negotiations on Cluster 1, “Foundations of the European Union Accession Process,” were officially launched.

This is an important milestone on Ukraine’s path to European integration, providing a clear and defined trajectory for the EU accession process. The opening of the first negotiation cluster marks a transition from political decisions to practical work on fulfilling the conditions for future membership and implementing the necessary reforms.

The first cluster covers areas that form the foundation of a modern state: the rule of law, the fight against corruption, public administration reform, financial control, public procurement, and statistics. The stability of state institutions, public trust, and the country’s investment attractiveness depend precisely on progress in these areas.

Ukraine completed the screening process faster than any other candidate country in the entire history of EU enlargement. Our country is now ready for the opening of all negotiation clusters.

For the Ministry of Development, this decision is also the result of long-term, systematic work on fulfilling European integration commitments in the areas of transport, the development of trans-European networks, regional policy, and the coordination of EU instruments.

“The opening of negotiations on the first cluster is an important signal that Ukraine is moving confidently toward membership in the European Union. For the Ministry of Development team, this is also confirmation of the high-quality work carried out in areas falling under the Ministry’s jurisdiction. We have completed the complex process of assessing Ukrainian legislation for compliance with EU law and demonstrated our readiness to implement European approaches not only at the strategic level but also in the practical work of the state. There are many tasks ahead, but every step brings Ukraine closer to full membership in the European Union,” noted Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development Oleksii Kuleba.

Further work on reforms and the fulfillment of negotiation commitments lies ahead. At the same time, today’s decision serves as yet another important confirmation that Ukraine’s future lies in the European Union.
