
On June 17, the government approved changes that will allow the “Housing for IDPs from the Temporarily Occupied Territories” component of the e-Recovery program to be combined with the e-Home affordable mortgage program.
These changes to the relevant resolutions are necessary to enable the mechanism for using a housing voucher to cover the down payment under the e-Home program.
The amendments, developed by the Ministry of Economy, Environment, and Agriculture of Ukraine, have been incorporated into Resolutions No. 856 and No. 1176, which regulate the conditions for providing affordable mortgages under the “e-Home” program and the procedure for issuing housing vouchers to certain categories of internally displaced persons from temporarily occupied territories.
This applies to IDPs from the temporarily occupied territories who have the status of combatants or persons with war-related disabilities.
At the same time, for this mechanism to be fully implemented, amendments to mortgage legislation must be adopted. This refers to draft law No. 15335 “On Amendments to Certain Laws of Ukraine Regarding Real Estate Purchased with a Mortgage,” which is currently under consideration by the Verkhovna Rada.
Even when the “Housing for IDPs from the Temporarily Occupied Territories” program was launched, the groundwork was laid for using the housing voucher not only for the direct purchase of housing but also in combination with a mortgage. To achieve this, it is important to align the mechanisms of the two government programs.
The adopted amendments will make it possible in the future to use a housing voucher as a down payment on a loan under the eOselya program. In the future, during subsequent funding phases of the “eVidnovlennia: Housing for IDPs from the Temporarily Occupied Territories” program component—the next of which is expected in September of this year—people will be able to use a housing voucher as a down payment.
The procedure for formalizing such agreements and the notary’s role during the purchase of housing using a housing voucher have also been clarified.
The adopted amendments will take effect on July 17, 2026.
It is important to note that this does not involve receiving two separate types of state assistance. The housing voucher will be used as part of the payment for housing—specifically, to cover the down payment on a mortgage under the eOselya program.
