Inventory of housing for IDPs continues in Ukraine: commissions have already inspected over 500 buildings and premises

A workshop was held in Odesa to discuss the initial results of the nationwide inventory and the implementation of Law No. 4080-IX. The event was attended by Natalia Kozlovska, Deputy Minister of Community and Territorial Development.

To date, special regional and district commissions have already inspected 570 buildings and premises. More than 60 of them can be used as housing for displaced persons, while over 100 require major repairs or reconstruction. In total, the commissions have to inspect more than 9,000 properties, the list of which was provided by the State Property Fund and communities. The most active work is taking place in the Chernivtsi, Poltava, Vinnytsia, Sumy and Rivne regions.

The inventory is being carried out under Law No. 4080-IX, which defines additional mechanisms for providing housing to internally displaced persons.

Among the main difficulties are the lack of documents for some buildings and the refusal of owners to allow inspections. Therefore, changes to the law are planned in order to simplify the work of the commissions.

‘Law No. 4080-IX is an important element of systematic housing policy. The effectiveness of the commissions will determine how quickly the identified buildings can be converted into safe and habitable homes,’ said Natalia Kozlovska.

The workshop was organised by the Verkhovna Rada’s Temporary Special Commission on the Protection of Property and Non-Property Rights of IDPs. Representatives of the Government, Parliament, local authorities and survey commissions took part in the workshop.
