Ministry of Development to reformat temporary accommodation during evacuation

The Ministry of Community and Territorial Development of Ukraine is coordinating the evacuation from the Donetsk and Dnipropetrovsk regions, which has intensified in recent weeks due to Russian shelling.

From the beginning of June to 20 August 2025, 52,573 people were evacuated from the Donetsk and Dnipropetrovsk regions. Almost 70% of the people who left during the summer did so in recent weeks.

The transit point in Pavlohrad is one of the main ones during the evacuation. Every day, the point receives about 400 people, whereas previously this number did not exceed 50.

Most of the people who arrive are immobile and require constant social assistance, which requires the intervention of all agencies.

‘We are currently working on a solution to reformat temporary accommodation. We will present the relevant developments in the near future. People should not stay there for more than a day; they should know where they are going and what conditions they will face,’ said Oleksiy Kuleba.

To relieve the burden on Pavlohrad, new transit centres have been opened in Lozova (Kharkiv region) and Voloske (Dnipropetrovsk region). By the end of the month, 30,000 places for long-term accommodation will be created in 15 regions and Kyiv, including for people with reduced mobility. In the Kyiv and Rivne regions, places have been prepared for 2,000 people.

These centres have been created to provide comprehensive assistance, including financial, humanitarian, medical, legal and psychological support. Public and humanitarian organisations play a significant role in this work.
