
From 10 September 2025, as part of a comprehensive programme to support frontline regions, the updated mechanism of the eOselia programme will come into effect. This involves compensation from the state for internally displaced persons and residents of frontline regions.
Who is eligible for support
The following individuals are eligible to participate in the programme:
- internally displaced persons who do not own property in territory controlled by Ukraine (except if it is located in occupied territory, in territory where hostilities are ongoing, or in territory where active hostilities are ongoing and where state electronic services are operating);
- people registered in the frontline region.
All participants must meet the conditions of the eOselia programme.

Compensation amount
- up to 70% of the initial deposit (but not more than 30% of the cost of the property);
- up to 70% of the monthly payment during the first year;
- up to UAH 40,000 for related expenses (commissions, fees, insurance).

Housing requirements
Maximum housing cost — up to UAH 2 million.
For IDPs:
- in Kyiv and regional centres — housing no older than 10 years;
- in other settlements — no older than 20 years.
For residents of frontline territories, the current rules of eOselya apply:
- no older than 10 years for privileged categories and veterans in Chernihiv, Sumy, Kharkiv, Zaporizhzhia and Kherson regions;
- no older than 3 years — for housing outside these regions.

How to receive compensation
- Submit an application for eOselia in the Diya app.
- Receive a positive decision and select a bank to receive a loan.
- Provide the bank with the necessary documents and an application for compensation from the state.
- The bank forwards the application to the Pension Fund of Ukraine.
- The Pension Fund will check the submitted data for compliance with the terms of the compensation programme.
- After confirmation, you can apply for a loan with compensation.
The updated eOselia mechanism is an important element of a comprehensive programme to support frontline regions. It gives people the opportunity to return to normal life and provides regions with new resources for economic growth and infrastructure reconstruction.
