Support for Ukrainians in frontline territories: assistance with purchasing solid fuel and paying for electricity

The Ukrainian government, together with international partners, is introducing additional support measures for citizens living in frontline areas. These measures are aimed at providing people with stable heating and lighting in the difficult conditions of war.

One-time cash assistance for the purchase of solid fuel for Ukrainians living in frontline areas.

The amount of assistance is 19,400 UAH per household. The payment is provided once per heating season.

Who is eligible for assistance?

  • All residents of settlements located within 10 kilometres of the border with the Russian Federation or the line of contact (without additional vulnerability criteria).
  • Residents of areas of active combat operations in nine frontline regions – Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv and Chernihiv (taking into account vulnerability categories and within the limits of available funding).

The programme follows the principle of ‘money follows the person’: if a household evacuates to a safer region after submitting an application, the payment will still be made.

Payments will be made in September–October. Funds will be transferred in non-cash form to the account specified in the application.

The deadline for submitting applications for assistance was 17 August, and regional military administrations are currently compiling lists.

Additional monthly assistance for electricity payments.

Families who receive housing subsidies and benefits and actually live in areas of active or potential combat operations will receive additional monthly support from the state to pay for electricity.

The programme will start in October this year.

The amount of assistance will be calculated for each person in the family based on the cost of 100 kWh of electricity (but not more than 300 kWh per family).

The assistance will be automatically allocated by the Pension Fund of Ukraine. No additional application is required. Families will receive this additional payment together with housing subsidies and benefits for the payment of housing and communal services.

The provision of additional support will continue until:

  • relocation of a person or family to live outside the territory of active or potential hostilities, or outside the territory of Ukraine;
  • loss of entitlement to benefits or housing subsidies;
  • destruction of a residential building;
  • in the event of a change in the status of the territory from active or potential hostilities to conditionally safe or occupied.
