Funds for housing vouchers for IDPs from the temporarily occupied territories are now available for reservation

Today, May 1, the opportunity to reserve funds under the “Housing for IDPs from the Temporarily Occupied Territories” component of the e-Recovery program becomes available.

This refers to the reservation of funds that were recently allocated for housing vouchers by a government decision. In the first phase, this involves housing vouchers for internally displaced persons from the temporarily occupied territories who have the status of combatants or persons with disabilities resulting from the war.

“The government has already allocated 6.6 billion hryvnias to fund this program. This will provide housing for approximately 3,300 families who lost their homes in the temporarily occupied territories. At the same time, we understand that the need is much greater. Therefore, we are consistently working to attract additional funding and expand the program—so that as many Ukrainians as possible have the opportunity to purchase their own homes,” noted Deputy Prime Minister for the Restoration of Ukraine—Minister of Community and Territorial Development Oleksii Kuleba.

What is the process for reserving funds?

Beneficiaries whose applications have already been approved by the commissions can submit a request to reserve funds through the Diya app. For a detailed explanation of how to submit a reservation request in the app, watch the video.

The program operator—Ukrposhta—checks the availability of funding. If funds are available, the applicant will receive a notification of a successful reservation within 5 days.

After that, the applicant has 60 days to sign a home purchase agreement with any notary. The funds can be used to purchase an apartment or house, invest in construction, or partially repay a mortgage, among other things.

How is the reservation queue formed?

After submitting a request to reserve funds, the application is automatically placed in an electronic queue. The order is determined by the date and time of submission.

If funds are available in the account of the program operator—Ukrposhta—the system automatically reviews the applications and processes reservations in the order of the queue, as long as there is sufficient available funding. Other applications remain in the queue and await the next inflow of funds or the return of unused amounts.

If the reserved funds are not used by the applicant within 60 days, they are returned to the operator’s account and allocated to the next applicants in line.

In this case, the applicant may resubmit a reservation request and rejoin the queue—based on the new date and time of submission.

A housing voucher is a document confirming the state’s guarantee to finance the purchase of housing up to a specified amount—2 million hryvnias. It is generated automatically following the commission’s decision and entered into the Register of Damaged and Destroyed Property.

At the same time, it is important to note that the voucher is valid for 5 years, and the housing purchased using it cannot be sold during this period.

The “Housing for IDPs from TOT” program is part of “eRecovery” and is aimed at supporting internally displaced persons from temporarily occupied territories who have the status of combatants or persons with disabilities resulting from the war.
