On Wednesday, 12 March, the inaugural meeting of the Expert Working Group on the Initiation, Preparation, Support and Implementation of Joint Projects with the European Investment Bank (EIB) under the Emergency Credit Programme for the Recovery of Ukraine, the Recovery Programme for Ukraine and the Recovery Programme for Ukraine III was held.
The Expert Working Group includes representatives of the Ministry of Development, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Health, as well as representatives of all-Ukrainian local governments.

During the inaugural meeting, the principles of the Expert Working Group’s work were discussed, in particular
transparency and accountability – the use of loan funds under recovery programmes should be accountable, efficient and not extended over time;
effectiveness – each project application must be holistic and take into account all the requirements that were set for the projects during the evaluation.

The Working Group will consider the proposals of applicants for participation in the Ukraine Recovery Programme III in the following areas:
Energy Sustainability of Communities.
Housing construction.
Modernisation of water supply and sanitation infrastructure. Given the technical deterioration of the networks, projects will be implemented in the communities to upgrade them.
Reconstruction of medical facilities.

The submission of proposals by communities was carried out through the DREAM ecosystem and lasted until 30 January 2025.
During this time, nearly 500 projects from 250 communities submitted proposals for funding.
The Expert Working Group will start reviewing the applications on Thursday, 13 March.
