Ukraine’s regions are ready for winter. More than 18 thousand boiler houses and 4.8 thousand central heating stations are ready to supply heat. This, as well as the preparedness of regional power systems for emergencies, was discussed at a meeting of the Headquarters for Preparing the Housing and Utilities Sector for the Autumn and Winter Period. Due to the security situation, the Defense Council of Kharkiv Oblast decided to intensify evacuation from the settlements of Kupiansk district. In addition, the Borivska territorial community of Izyum district announced a forced evacuation of families with children. The evacuation is free of charge. On October 17-18, the Eastern Ukrainian Forum of IDP Councils was held in Poltava. The event brought together representatives of six regions: Zaporizhzhia, Kharkiv, Dnipropetrovs’k, Poltava, Luhansk and Donetsk. Read more about the forum participants and topics discussed here.
The next selection of candidates for a loan under the Ukrainian-German program “Housing for Internally Displaced Persons” was held. This project is being implemented by the Ministry of Reintegration and the State Agency for Housing and Communal Services with the financial support of the German Government through the KfW. Concessional mortgage loans at 3% per annum and a down payment of 6% of the cost of housing will be available to 800 more IDP families.
UNHCR is allocating an additional $7 million. UNHCR is allocating an additional $7 million to fund a program to provide winter cash assistance to certain categories of people in frontline communities. The total budget of the program will amount to USD 37 million. THE TOTAL BUDGET OF THE PROGRAM WILL AMOUNT TO USD 37 MILLION. In August of this year, the Ministry of Reintegration and UNHCR signed a memorandum of support for frontline communities during the winter period.
Another 95 Ukrainian defenders were released from enemy captivity. This was announced by President of Ukraine Volodymyr Zelenskyy. These soldiers defended Mariupol and Azovstal, Donetsk, Luhansk, Kharkiv, Kyiv, Chernihiv and Kherson regions.
