The Ministry of Development is working to update the list of temporarily occupied territories

The Ministry of Communities and Territories Development is working on updating Order No. 376, which defines the list of territories where military operations are taking place or which are temporarily occupied. This decision was made due to the identified inaccuracies that affect social payments to affected citizens.

This was stated by Oleksiy Ryabikin, Deputy Minister of Communities and Territories Development, during the ‘United News’ telethon. He commented on the situation regarding the date of recognition of Mariupol as temporarily occupied, which is specified in Order No. 376.

The date of the occupation of Mariupol was added to Order No. 309 of the Ministry of Reintegration in December 2022. Order No. 376 of the Ministry of Development of 28 February 2025 was issued on the basis of Order No. 309 of the Ministry of Reintegration of 22 December 2022. In other words, the Ministry of Development did not change the previously established dates of the beginning and end of hostilities. On 20 March 2025, the Ministry extended the order by reissuing it.

Setting the start and end dates of hostilities in the territories is the responsibility of regional military administrations in consultation with the Ministry of Defence of Ukraine.

According to Oleksiy Ryabikin, the Ministry of Development initiated a review and adjustment of the previously established periods of hostilities in accordance with the actual chronology of events.

Currently:

Inquiries have been submitted to the Donetsk Regional Military Administration and the Ministry of Defence of Ukraine to clarify the periods of hostilities in Mariupol.

All legal and social aspects are being studied to ensure an appropriate level of social protection for the victims.

The verification of the periods of hostilities in other communities and settlements has begun.

Work is underway on a mechanism to regularly review the dates of hostilities to avoid similar situations in the future.

n the near future, we will carry out the necessary work and make decisions to correct the inaccuracies.
The Ministry understands the sensitivity of this issue, as the decisions directly affect payments to internally displaced persons and victims. Updating the order is a priority, and all relevant changes will be made as soon as possible. All people who are entitled to social assistance should receive it on time and in full, and regulations should not become an obstacle to this,” said Alexey Ryabikin.

It should be noted that since January 2025, the Ministry of Development has been authorised to maintain a list of temporarily occupied territories and active combat zones with previously defined periods of hostilities. Previously, this was the responsibility of the Ministry of Reintegration.
