According to the new order, the date of temporary occupation of the city will be 20 May 2022, instead of the previous date of 4 March 2022.
The updated version of the order with the new dates for the end of hostilities in Mariupol was sent by the Ministry of Development to the Ministry of Defence and the Ministry of Justice for approval today, 22 April.
This was stated by Oleksiy Ryabikin, Deputy Minister of Communities and Territories Development, during the telethon ‘United News’.
On 4 April 2025, following appeals from citizens, the Ministry of Development sent an official request to the Donetsk Regional Military Administration to clarify the date of the temporary occupation of Mariupol and the Mariupol district. The Donetsk Regional Military Administration received an official response from the General Staff of the Armed Forces of Ukraine, which stated that the fighting for the city of Mariupol lasted until 18 May 2022, and from 20 May 2022, Mariupol was fully occupied by the Russian armed forces. Thus, 20 May 2022 is recognised as the date of the end of active hostilities.
“We are now talking about the restoration of justice, and this is an extremely important step for our Ministry, as well as for all the military, residents of Mariupol and Ukraine as a whole.
I hope that all central executive authorities will support our Ministry in this process to register the order with the Ministry of Justice as soon as possible and publish it in the Official Gazette of Ukraine so that it comes into force,” said Oleksiy Ryabikin.
The change in date will not affect social benefits for internally displaced persons who have been receiving assistance for a long time. However, for people who became disabled during the hostilities until 20 May 2022, this decision will eliminate existing injustices.
