Evacuation from Donetsk and Dnipropetrovsk regions continues. The Ministry of Development is coordinating this process, taking care of logistics and the basic needs of people leaving for safe regions. This is possible thanks to joint efforts with regional administrations, local authorities, volunteers and communities.

According to Oleksiy Ryabikin, Deputy Minister of Community and Territorial Development, 52,515 people have been evacuated from these regions since the beginning of June 2025. This is only a fifth of all those who need to be evacuated.

In August, the pace of evacuation from the Donetsk region increased significantly: almost 70% of people who left during the summer did so in the last few weeks. At the same time, the number of evacuees in the Dnipropetrovsk region is decreasing. Most people leave on their own. Only one in five seeks help and uses the transit point in Pavlohrad.

“80% of people evacuate on their own, and only about 20% need to be placed in temporary accommodation. At the same time, many communities understand that people leaving dangerous regions represent great potential for them. Therefore, they actively integrate them into community life, helping with accommodation and employment,” emphasises Oleksiy Ryabikin.

In total, there are six temporary evacuation centres in the Dnipropetrovsk region, designed for short-term stays for families with children, people with disabilities and people with reduced mobility. A temporary evacuation centre with 200 places has also been set up in Kramatorsk.

The centre in Pavlohrad is a key hub for temporary accommodation. Every day, it takes in an average of 400 people, who can get financial, humanitarian (food, hygiene) and medical help there. They also get legal and psychological counselling, help with housing and tickets for further travel.

Due to the heavy load on Pavlohrad, the Ministry of Development plans to open new transit points in other regions, in particular in Kyiv and Kharkiv. In addition, evacuation carriages will be added to trains. From now on, trains with evacuation carriages will run daily from Pavlohrad to Kyiv and Lviv.

Together with local authorities and partners, the Ministry of Development is responding quickly to the needs of people who are forced to leave their homes and is constantly improving the quality of services at transit points.

For reference: Currently, there are 1,088 official temporary accommodation facilities in Ukraine with over 75,000 places. They are already 90% full. The Ministry of Development is working to expand this network, planning to create over 5,500 new places.
